Tervise- ja tööminister Peep Peterson kinnitas ravimivaldkonna laiapõhjalises koostöös valminud Eesti ravimipoliitika aastani 2030. Ravimipoliitika eesmärk on tagada ravimite järjepidev kättesaadavus ja ratsionaalne kasutus, et toetada inimeste tervena elatud eluea pikenemist ja patsientide elukvaliteedi paranemist.
„Lahendust ootab rida küsimusi – kuidas uusi ravimeid Eesti turule tuua, kuidas vähendada veelgi patsientide omaosalust ravimite eest tasumisel ning kuidas ennetada tarneraskusi ja leevendada nende mõju patsientidele,“ ütles tervise- ja tööminister Peep Peterson. „Ravimivaldkonna osapoolte kokkuleppel on esmakordselt sündinud ametlikult kinnitatud poliitikadokument, mis annab meile kaardistuse valdkonna probleemkohtadest ja võimalikest lahenduskäikudest. See on märgiline, kuid suur ühine töö rakendustegevuste elluviimisel seisab meil alles ees.“
Eesti Ravimitootjate Liidu juhataja Riho Tapferi sõnul näitab „Ravimipoliitika 2030″ strateegiadokument riigi tahet ja soovi teha koostööd sektori kõikide osapooltega hästi toimiva tervishoiu ning patsientide elukvaliteedi parandamise nimel. „Loodame, et peatselt sünnib ka rakenduskava, mille alusel ühiseid eesmärke ellu viima hakatakse. Ravimid on oluline osa tervishoiust, aidates inimestel elada kauem ja tervemalt. Ootus ravimitootjatele on järjest paremate, täpsemate ja innovatiivsemate ravimite järele — seda püüavad kõik tootjad ka täita ja järjest lisandub uusi geeniteraapia, bioloogilise ravi jmt võimalusi. Riikide ülesanne on leida koostöös lahendusi, kuidas tagada oma elanikele ka uute ja innovaatiliste ravimite kättesaadavus ning selle nimel peame ühiselt pingutama,” lisas Tapfer.
„Eestis kasutatavad ravimid peavad olema taskukohased nii patsientidele omaosaluse vaates kui ka kokkuvõttes maksumaksjatele, kes nende eest läbi haigekassa tasuvad,“ ütles Eesti Haigekassa ravimite ja meditsiiniseadmete osakonna juhataja Erki Laidmäe. „Ravimite rahaline kättesaadavus sõltub peamiselt ravimitootjate ja riigi sujuvast koostööst ja loodan, et läbi ravimipoliitika uuendamise protsessi õnnestubki kokku leppida konkreetsetes sammudes, mida kumbki pool astuma peab.“
„Peame ravimipoliitika dokumendi valmimist oluliseks verstapostiks patsiendi vajaduste ja õiguste ning ravimite kättesaadavuse tagamisel,“ ütles Eesti Ravimihulgimüüjate Liidu juht Teet Torgo. „Ravimivaldkonna püsimise ja arengu seisukohalt on oluline, et patsiendi vajaduste kõrval väärtustab poliitika ka ravimisektori jätkusuutlikkust ning et tervisekaitse ja konkurentsi toetamiseks tagatakse ka uudses terviseandmete maailmas jätkuvalt andmekaitse. Tunnustame Sotsiaalministeeriumit ja partnereid kolmeaastase koostöö eest poliitikadokumendi ettevalmistamisel.“
Ravimiameti peadirektori asetäitja Ott Laiuse sõnul on tänuväärne, et ravimipoliitika dokument võtab kõik ravimitega seotud arengusuunad kompaktselt kokku. „Ravimipoliitikas kajastatud erinevate segmentidega tegeletakse suuresti ju tänagi. Selleks aga, et Eesti inimestele oleks tagatud efektiivne, turvaline ning kaasaegne ravi, tuleb arvestada kõikide erinevate ravimitega seotud tahkudega – inimeste teadlikkusega ravimitest, juba tuntud ning innovatiivsete ravimite füüsilise ja rahalise kättesaadavusega, tõenduspõhise väljakirjutamise, põhjalikult nõustatud väljastamisega jne,“ ütles ravimiameti peadirektori asetäitja Ott Laius.
Eesti Apteekrite Liidu juhi Kaidi Sarve sõnul teeb rõõmu varasemast suurem tähelepanu ravimite õigele kasutamisele. „Tipptehnoloogilistest ravimitest on vähe kasu kui neid valesti kasutatakse või jäävad vajalikud ravimid patsiendi poolt üldse kasutamata. Apteekritel, kui kõrgharidusega ravimispetsialistidel, on elanikkonna ravimitega varustamisel keskne roll,“ ütles Kaidi Sarv. „Uued ravimipoliitika suunad toovad apteegiteenuse olulisi ülesandeid senisest enam esile. Võtmesõnaks on siin senisest tihedam koostöö esmatasandi tervishoiumeeskonna teiste liikmetega.“
Ravimipoliitika eesmärk on efektiivsete, kvaliteetsete, ohutute ja taskukohaste ravimite järjepidev kättesaadavus ning ratsionaalne kasutamine, mis toetab inimeste tervena elatud eluea pikenemist ning patsientide elukvaliteedi paranemist.
Ravimipoliitika dokument on jaotatud kaheks peatükiks – ravimite jõudmine Eesti turule ja nende edasine ratsionaalne kasutamine. Esimeses sisupeatükis käsitletakse ravimite füüsilist ja rahalist kättesaadavust, ravimiarenduse toetamist ning veterinaarravimite kättesaadavust. Teises peatükis keskendutakse ravimite tõenduspõhisele väljakirjutamisele ja ratsionaalsele kasutamisele, elanikkonna ravimiteadlikkuse tõstmisele, ravimitest põhjustatud keskkonnamõjude vähendamisele ning kvaliteetse apteegiteenuse arengule. Igas valdkonnas on kavas seada ka mõõdikud, mille abil hinnata, kas liigutakse soovitud suunas.
Ravimipoliitika 2030 dokumendi koostamisse on olnud kaasatud huvirühmade esindajad enam kui 30-st organisatsioonist, sh patsientide, arstide, veterinaararstide, õdede, teadlaste, kõrgkoolide, proviisorite ja farmatseutide, ravimitootjate, ravimite müügiloahoidjate, ravimite hulgimüüjate, ministeeriumite ja riigiasutuste esindajad.
Ravimipoliitika uuendamisele anti avalöök 2020. aasta juunis. Kahe aasta jooksul on toimunud arutelud teemapõhistes töögruppides, mis on käsitlenud nii ravimite füüsilist kui rahalist kättesaadavust, ravimite ratsionaalset kasutamist ja apteegiteenuse kvaliteeti ja arendamist. Ravimipoliitika dokumendi kavandit on täiendatud töögruppides arutletu ja huvirühmade tagasiside põhjal. Järgmise sammuna koostatakse ravimipoliitika rakenduskava tegevustega, mida ravimivaldkonna koostöös ellu viia.
„Ravimipoliitika koostamine on toimunud paralleelselt kriisidega tervisevaldkonnas ja ühiskonnas laiemalt. Oleme tänulikud, et osapooled sellesse vaatamata kiiretele aegadele siiski aega ja oma mõtteid panustasid,“ lisas minister Peterson.
